Cat killed in accident-NO action from police!!!

When i was young,about 5yrs old and my brother ,my mother was walking us home after we finished our kindergarden lesson.We were talking happily about what we had done that day when we heard a loud "BANG".We immediately turned around and was shocked to see a bloody patch of blood surrounding a bloodied corpse of a dead cat.The eyes rolled out of its sockets and some organs were out too.One aunty beside us called the police and we heard the police officers were not bothered to even give a summon to the driver.The aunty than called the SPCA which arrived at the scene about 10mins later.They reprimanded the driver and they did something which i do not quite remember as i were still young.Can you imagine if there was no SPCA,than the driver would get away scot-free.Was there justice for the animals when there was no SPCA?
This incident made me have a second thought about the police and i eventually,being an animal lover, trusted the SPCA more than I trusted the police.
